Responsibilities of the secretariat of the Supreme Council of Free Trade, Industrial and Special Economic Zones

As the administrative structure, the Secretariate of Supreme Council of Free Trade, Industrial and Special Economic Zones not only supervises the affairs in the zones, but also follows the execution of resolutions passed by the Supreme Council of Free Trade, Industrial and Special Economic Zones.

  • Planning and specifying policies required for utilizing potentialities of free and special economic zones in various parts to increase production, create job opportunities, economic development, tourism development, development of educational and scientific centers, construction and development of different regions across country and participation in production arenas as well as regional and global markets.
  • Coordinating the relationships between the Organization of Free and Special Economic Zones and the state public organizations as well as community-based organizations.
  • Reviewing and approving the annual budgets of free zones and sending them to the Council of Ministers or other relevant bodies.
  •  Submitting proposals on appointment and ousting of members of the board of directors, inspectors, managing directors of free zones to the Council of Ministers or other relevant bodies.
  • Reviewing the corrections in the comprehensive and structural plans presented by free zones and submitting its own final proposal to the economic council of the Government and other relevant bodies.
  • Reviewing and drafting the bills on establishment of new free and special economic zones.
  • Supervising the process of realization of objectives and missions and the performance of free zones as well as submitting the related reports to the Council of Ministers and other relevant bodies within six months.
  • Reviewing the performance of free zones and all of their documents including logs, financial documents, contracts, dossiers, and correspondences to check their commitment to relevant rules and regulations.
  • Compiling and presenting articles of associations for new state organizations to the Council of Ministers to administer the intended special economic zone. Submitting proposals on delineation of geographical limits of all of the special economic zones as well as their structural design and types of their legal activities to the Council of Ministers and other relevant bodies.
  • Drawing up contracts between the Secretariat and the Organization about transferring lands and properties to non-governmental legal entities prior to the issuance of permits by the Council of Ministers.
  • Drafting and presenting rules, regulations and administrative instructions related to the free and special economic zones to be raised and approved by the Council of Ministers and other relevant bodies.
  • Reviewing cultural codes of free zones.
  • Participating in the process of identifying military and security spots in free zones.
  • Reviewing and offering recommendations on the rates of service charges in free zones.
  • Fulfilling responsibilities of the secretariat of the value added commission for free and special economic zones.
  • Drafting the fiscal by-laws for transactions by free zone organizations.
  • Compiling regulations on registration and operation of companies in free zones.
  • Drafting any legal documents on general instructions and regulations needed for facilitating execution of assigned missions to free zones and pursuing the follow-up until the adaptation and notification of those regulations and instructions.
  • Reviewing the auditing reports and conducting legal inspections on the companies affiliated to the organizations of free zones.
  • Supervising the programs, activities and performance of free and special economic zones.
  • Performing other missions referred to by the relevant bodies and providing reports on the results.
  • Organizing and regulating relations between free zones and special economic zones as well as relations between the zones and other administrative organizations affiliated to three bodies of the government.
  • Making continuous efforts to promote activities of free and special economic zones and attracting domestic and foreign investments.
  • Concluding necessary contracts with competent institutions and/or individuals to make use of their services to fulfill the mission and responsibilities assigned thereto.
  • Active participation in macro and strategic economic and industrial planning related to free and special economic zones.
  • Reviewing requests on the creation of new free and special economic zones and drafting the detailed required plans to relevant bodies as well as following the case and adopting related bills in the Islamic Consultative Assembly.
