Introduction

Establishment of the Supreme Council of Free Trade, Industrial and Special Economic Zones

Approved by the Council of Ministers, dated August 24, 2013

Upon the proposal made by the President and according to the Articles 127 and 128 of the constitution of the Islamic Republic of Iran, the Council of Ministers on August 24, 2013 approved that;

  • 1. (Amended on May 24, 2014, August 16, 2014, and January 24, 2015) In order to create coordination between the Organizations of Free Trade, Industrial and Special Economic Zones, the Supreme Council of Free Trade, Industrial and Special Economic Zones is established whose members include the President (Chairman), the Minister of Finance and Economic Affairs, the Minister of Industries, Mines and Trade , the Minister of Foreign Affairs, the Minister of Interior, the Minister of Cooperatives, Labour, and Social Welfare, the Minister of Culture and Islamic Guidance, the Minister of Roads and Urban Development, the Minister of Justice, the Minister of Agriculture Jihad, the Vice-President and Head of Plan and Budget Organisation , the Governor of the Central Bank, the Vice-President and Head of Cultural Heritage, Handicrafts and Tourism Organisation, the Vice-President and Head of Department of Environment and the Secretary of this Council.
    Note. The secretary of this Council is appointed by the President.
  • 2. Responsibilities and authorities of the Council of Ministers in the Act on the management of free trade and industrial zones of the Islamic Republic of Iran adopted in 1993 and the pursuant amendments therein (except the Note 2 of the Article 1 of the Act) and the Act on the establishment and execution of special economic zones of the Islamic Republic of Iran adopted in 2005 (except the Note 2 of the Article 1 of the Act) and regulations related to free trade, industrial and special economic zones are devolved to ministers member of the abovementioned Supreme Council.
  • 3. The authority for making decisions on the executive affairs on the related issues are devolved to the members of the Supreme Council as special representatives of the President and the authority for approving and amending by-laws and regulations related to abovementioned issues is transferred to ministers who are member of the Supreme Council.
  • 4. Decisions and resolutions adopted by majority of member of the Supreme Council or minister members of the Supreme Council (as cases arise) are like decisions of the President and the Council of ministers and they shall be issued upon the observation on the article 19 of the internal by-laws of the Cabinet.
    As the administrative structure, the Secretariate of Supreme Council of Free Trade, Industrial and Special Economic Zones not only supervises the affairs in the zones, but also follows the execution of resolutions passed by the Supreme Council of Free Trade, Industrial and Special Economic Zones.
